About the Role
Our client, a mission-driven organization in the affordable housing industry, is seeking a Compliance Specialist to support a portfolio of regulated housing communities. This role is critical in ensuring adherence to HUD, LIHTC, and other affordable housing program requirements, with a primary focus on a HUD project-based property. The Compliance Specialist will act as a subject matter expert, partnering closely with site teams and internal stakeholders to ensure all resident certifications, documentation, and occupancy activities meet regulatory standards. This position also plays a key role in preparing for audits and management reviews while maintaining a high level of accuracy and compliance.
Job Description
The Compliance Specialist is responsible for overseeing compliance operations across assigned properties and ensuring all regulatory requirements are consistently met. This role works collaboratively with site staff, operations teams, and leadership to support timely processing, file accuracy, and successful audit outcomes.
  • Oversee compliance operations to ensure adherence to HUD, LIHTC, Section 8, and other applicable program requirements
  • Review and process initial certifications, annual recertifications, interim certifications, and terminations for regulatory compliance
  • Ensure all move-ins meet program qualifications and occupancy requirements prior to approval
  • Monitor recertification timelines and ensure required notices are generated in accordance with HUD and IRS guidelines
  • Support site teams in completing and submitting compliance documentation accurately and on time
  • Act as a compliance resource, providing guidance on regulations, documentation, and procedural updates
  • Assist with file corrections, deficiency resolution, and preparation for audits, management reviews (MOR), and agency inspections
  • Process key compliance documentation such as ARs (Annual Recertifications), ICs (Interim Certifications), and IRs (Initial Certifications), with a primary focus on a HUD project-based property
  • Partner with an internal compliance department, submitting completed files for secondary review and final approval
  • Generate vacancy claims and repayment agreements for leadership review
  • Enter and manage HAP voucher payments, when applicable
  • Assist with monthly and annual reporting requirements
  • Provide backup support for other compliance team members and assist across additional sites as needed
  • Maintain up-to-date knowledge of affordable housing regulations and attend ongoing training
  • Ensure compliance with all federal, state, and local Fair Housing regulations
  • Perform additional duties as assigned

Qualifications
Required Qualifications
  • Solid understanding of affordable housing compliance, including HUD, Section 8, and/or LIHTC programs
  • Experience processing and reviewing certifications (initial, annual, and interim)
  • Strong knowledge of Fair Housing regulations and compliance best practices
  • Excellent organizational skills with a high level of attention to detail
  • Strong interpersonal and communication skills, with the ability to work effectively across teams
  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment
  • Proficiency with technology and ability to quickly learn property management/compliance systems
  • Customer-focused mindset with a commitment to accuracy and service excellence
Preferred Qualifications
  • Experience working with HUD project-based housing programs
  • Prior experience preparing for Management and Occupancy Reviews (MORs) or similar audits
  • Familiarity with Yardi or similar property management/compliance software
  • Previous experience supporting multiple properties or portfolios
