About the Role
We are partnering with a municipal public-sector organization to engage an experienced Human Resources Consultant to provide human resources support during a planned human resources executive transition. This is a hands-on, highly autonomous consulting engagement suited for a senior human resources professional with strong public-sector and labor relations experience. The consultant will operate as a trusted advisor to city leadership, ensuring continuity of human resources operations, compliance, and strategic guidance throughout the transition period.
Job Description
The Human Resources Consultant will provide comprehensive oversight and execution of all major human resources and labor relations functions within a municipal environment. This role supports a full-service human resources operation and collaborates closely with executive leadership and departmental management.
Key responsibilities include:
- Provide day-to-day leadership and operational oversight of human resources functions during leadership transition
- Partner with the current Human Resources Director to ensure knowledge transfer and continuity of services
- Support onboarding and initial transition of the newly hired Human Resources Director
- Lead or oversee recruitment and selection activities, including job postings, applicant screening, interviews, testing, and hiring documentation
- Interpret, administer, and recommend updates to Human Resources policies and procedures in alignment with evolving public-sector regulations
- Advise leadership and departments on employee relations matters, investigations, disciplinary actions, and performance management
- Serve in a lead or advisory capacity for labor relations activities, including contract interpretation, negotiations, grievances, mediations, and arbitrations
- Ensure compliance with federal, state, and local employment laws, including pay equity, benefits continuation, FMLA/PFML, ADA, and workers’ compensation
- Oversee benefits administration, insurance renewals, open enrollment, and vendor coordination
- Provide guidance on job classification, compensation analysis, wage and benefits surveys, and succession planning
- Support equity, inclusion, and organizational culture initiatives across departments
- Prepare HR-related reports, council materials, and leadership presentations as needed
- Maintain confidentiality and exercise sound judgment while working independently with wide latitude for decision-making
Qualifications
Required Qualifications
- Bachelor’s degree in Human Resources, Management, Public Administration, Business Administration, Labor or Industrial Relations, Organizational Development, or a closely related field
- Minimum seven (7) years of progressively responsible professional HR experience, including staffing, employee relations, compensation, benefits, performance management, and compliance
- Demonstrated knowledge of public-sector HR practices, employment law, and labor relations
- Ability to manage complex and sensitive matters with discretion, diplomacy, and sound judgment
- Strong written and verbal communication skills, including the ability to present to leadership and public bodies
- Master’s degree in a related field
- Prior experience in municipal or public-sector human resources
- Labor relations and collective bargaining experience
- Benefits administration and insurance renewal experience
- Five (5) or more years of supervisory experience
- Professional HR certifications such as IPMA-CP/IPMA-CS, SPHR, PHR, CLRP, CEBS, or equivalent coursework
