About the Role
Our client, a leading organization in the healthcare insurance and managed care industry, is seeking an experienced Senior Program Manager to lead large-scale, cross-functional transformation initiatives. This role will be responsible for driving strategic programs that support business objectives, regulatory requirements, operational improvements, and new product initiatives.
The ideal candidate is a strong Program Manager, not a Project Manager, who can effectively partner with both technology and business stakeholders, navigate ambiguity, manage complex budgets, drive accountability, and ensure successful program delivery. Experience within the healthcare payer industry is highly preferred.
This is a primarily onsite role based in Minnetonka, MN, with an expected schedule of three days per week onsite (Tuesday through Thursday). Some flexibility may be available during the contract period.
Job Description
The Senior Program Manager will lead and oversee one or more enterprise-wide transformation programs, ensuring alignment with organizational strategy, operational goals, and business outcomes. This individual will provide leadership across multiple workstreams, project teams, and stakeholders while maintaining accountability for program scope, budget, timelines, risks, and overall quality.
Key Responsibilities
  • Partner with business and technology stakeholders to define program scope, objectives, milestones, and expected outcomes.
  • Support the development of business cases by collaborating with business leaders, finance teams, and technology partners.
  • Drive execution of complex cross-departmental programs from initiation through completion.
  • Develop and maintain critical path schedules, business milestones, and program roadmaps.
  • Manage program budgets and financial tracking, ensuring expenses align with approved funding and business objectives.
  • Identify resource needs, support staffing efforts, and continuously evaluate program resource requirements.
  • Monitor program performance and provide regular updates to executive leadership, governance committees, and portfolio management teams.
  • Facilitate executive steering committee meetings and prepare executive-level presentations and status reports.
  • Coordinate activities across business readiness, communications, process design, technology delivery, training, and operational readiness teams.
  • Manage risks, issues, dependencies, and escalations while driving timely decision-making and resolution.
  • Hold project teams and stakeholders accountable for deliverables, commitments, and timelines.
  • Support Product Managers, Product Owners, and business readiness teams in aligning expectations and achieving program outcomes.
  • Participate in Agile planning and delivery activities to ensure cross-functional alignment.
  • Lead and mentor project managers while providing guidance through complex project challenges.
  • Build strong relationships with internal stakeholders, business leaders, technology teams, and external vendors.
  • Foster collaboration across cross-functional teams consisting of business, technology, operational, and executive stakeholders.
  • Successfully operate in fast-paced environments with evolving priorities and ambiguous requirements.

Qualifications
Required Qualifications:
  • 8+ years of related professional experience 
  • 3+ years of experience leading complex, cross-departmental programs and managing teams of project managers in the Healthcare payer industry 
  • Experience leading large-scale strategic, business transformation, or enterprise change initiatives.
  • Demonstrated ability to effectively partner with both business and technology teams.
  • Strong ability to work through ambiguity and navigate complex organizational environments.
  • Experience managing program budgets exceeding $1 million.
  • Experience overseeing financial planning, budget management, forecasting, and financial tracking.
  • Proven ability to hold teams accountable and drive program execution.
  • Experience managing project managers throughout the project lifecycle.
  • Experience leading cross-functional teams consisting of executive stakeholders, business leaders, technology teams, change management professionals, training teams, and operational readiness groups.
  • Strong understanding of end-to-end program management and Agile delivery methodologies.
  • Excellent executive communication, presentation, and stakeholder management skills.
  • Experience creating executive-level reporting, presentations, and program updates.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Ability to maintain a regular work schedule and support onsite collaboration in Minnetonka, MN.
  • Bachelor's degree or equivalent combination of education and experience.
Preferred Qualifications:
  •  
  • Experience within health insurance, managed care, or related healthcare organizations.
  • Project Management Professional (PMP) certification.
  • Experience with Smartsheet.
  • Experience leading enterprise transformation initiatives across multiple business functions.
  • Experience supporting large-scale regulatory, operational, or technology modernization programs.
