This leadership role is responsible for ensuring full regulatory compliance with federal, state, and lender requirements across multiple funding programs while supporting and holding site teams accountable. The Regional Compliance Manager works closely with Regional Managers, Operations leadership, and on-site teams to maintain audit-ready compliance standards and consistent operational excellence.
Job Description
The Regional Compliance Manager is responsible for directing and overseeing all compliance-related activities within an assigned region. This includes file oversight, audit preparation, staff training, reporting, and HUD program administration. Key responsibilities include:

Ensure compliance with LURA agreements, regulatory agreements, loan documents, and all applicable federal, state, and local housing programs
Oversee the review and approval of all resident files, including move-ins, annual recertifications, and interim certifications

Audits, Reporting & Systems Management

Prepare, review, and submit all required monthly and annual compliance reports by established deadlines
Oversee compliance ticket management, ensuring prompt and thorough responses
Track outstanding compliance issues and ensure timely resolution

HUD & Program Administration

Oversee all HUD and Public Housing compliance functions, including:
- Monthly EIV reporting and discrepancy resolution
- Review and approval of repayment agreements
- Submission of monthly TRACS vouchers, PIC reporting, and vacancy claims
- Monitoring and submission of rent increase requests and utility allowance analyses
- Ensure all recertifications are completed on time with zero late submissions

Operational Coordination

Coordinate with Regional Managers, site teams, and maintenance staff to ensure inspections and documentation are completed accurately and on time
Conduct monthly on-site visits (more frequently as needed) to support compliance efforts and address deficiencies
Perform comprehensive on-site compliance audits at least twice per year for all affordable properties
Support lease-ups, acquisitions, and rehabilitation projects to ensure compliance is implemented from the outset
Attend meetings as requested to report on compliance performance, risks, and property-specific concerns

Training & Communication

Maintain current knowledge of all applicable affordable housing regulations
Attend required trainings and proactively monitor regulatory changes
Communicate regulatory updates clearly to site staff
Provide ongoing training to ensure consistent understanding and adherence to compliance standards
Perform additional duties as assigned

Qualifications Required

Minimum 5 years of affordable housing compliance experience
Strong knowledge of subsidy programs and Fair Housing regulations
Proven ability to manage complex compliance requirements across multiple properties
Excellent organizational, communication, and analytical skills
Ability to work independently and collaboratively in a fast-paced environment
Willingness to travel regionally and work additional hours as needed

About the Role

We are hiring on behalf of a well-established regional property and casualty insurance carrier with a strong presence in the Mid-Atlantic. This organization is expanding its commercial lines distribution network and is seeking a Distribution Representative to lead growth efforts in the Maryland and Delaware territory.

This is a remote position based in the Maryland/Delaware market, with occasional travel required for meetings and events. The ideal candidate will bring deep broker relationships, commercial underwriting expertise, and a strong understanding of carrier operations.

Job Description

As a Distribution Representative, you will be responsible for expanding and managing relationships with commercial insurance brokers and agencies in the Maryland/Delaware region. You will identify and appoint new distribution partners, support sales efforts, and collaborate with underwriting and marketing teams to drive new business.

Key Responsibilities:

Identify and recommend new commercial lines distribution partners based on existing broker relationships.
Conduct regular meetings with agencies/brokers to pursue new business opportunities.
Present proposals and renewal strategies to agency partners.
Collaborate with underwriting to ensure competitive pricing and product offerings.
Lead annual territory planning and monitor performance.
Support onboarding and contracting of new agencies/brokers.
Maintain accurate agency/broker profiles and documentation.
Represent the company at industry events, chamber functions, and corporate initiatives.

Qualifications

Required Qualifications:

Minimum 5 years of experience in commercial insurance, specifically in sales, marketing, production underwriting, or broker relationship management.
Strong network of commercial brokers/agencies in the Maryland/Delaware market.
Proven success in selling standard commercial lines products.
Excellent communication, negotiation, and analytical skills.
Ability to work independently and manage multiple priorities.
Proficiency in Microsoft Office (Outlook, Word, Excel).
Active producer license or willingness to obtain one within a defined timeframe.
High School Diploma or GED required.

Preferred Qualifications:

Bachelorâs Degree.
Prior experience working for a commercial insurance carrier (State Farm experience not aligned).
Background in commercial underwriting with broker relationship management.
Familiarity with exclusive distribution models and territory planning.
